Objective:
This project attempted to look at the overall preservation process from the perspective of multiple stakeholders and determine how it might be improved to reduce overall painting costs while maintaining quality on Navy ships.
The effort resulted in thirteen specific process improvements, which would help the Navy reduce cost without sacrificing coating quality. Most of the ideas fall into one of three broad categories:
- Simplifying a complicated web of technical requirements.
- Streamlining the QA/QC inspection process.
- Improving the maintenance planning and management process.
The consensus of a limited survey of NSRP shipyards suggested a 20% to 35% reduction in the cost of preservation could be achieved if the Navy implemented an optimized process built in part around the above improvements.
