Objective:
Re-engineer and replace manual, labor intensive, paper based, error prone, and long cycle business processes amongst shipyards, suppliers and the U.S. Navy with electronic, web-based business processes managed by an electronic workflow manager. Previous efforts have resulted in the reduction of labor costs, cycle time, and error rates.
Summary:
The SPARS Consortium added new functions to the SPARS system currently implemented at five shipyards to realize greater annual cost reductions in Navy programs at the yards. The team has developed and implemented 15 electronic business processes that re-engineer shipyard-supplier interactions which were manual-labor intensive, paper-based, error-prone and long cycle. Cost reductions of approximately $2M per process per implementing yard have been documented.
Completed processes that have been implemented:
- Vendor Integrated Procurement Process/Vendor Progress Billing and Milestone Payment (VIPP/VPBMT) will provide full cycle integration of non-integrated Procurement and Materials Management processes to reduce labor cost, cycle time, error rates, and improve visibility and management of shipyard-supplier procurement processes.
- SPARS Webinar is an on-line/on-demand SPARS training tool to reduce training costs and accelerate the number of trained users at shipyards and suppliers.
- Business Intelligence Analysis is a tool for analysis of accumulated SPARS transactional data to provide information for driving future process improvements, and provide a knowledge base for improved shipyard cost and schedules
- Vendor Furnished Information Plus is a significant extension and enhancement of the SPARS VFI process to provide specific support for the DDG-1000 program.
- Asset Track and Manage is an electronic identification and tracking of government furnished equipment to reduce labor content and cycle time for asset management and to improve availability of materials for construction
