After the general plenary session the T 23 meeting started.
Tony Fry opened the T 23 meeting. Annex C contains the opening plenary report submitted to WG 3 for T 23. John Kendall attended the WG 3 plenary for T 23.
The agenda (Annex B) was reviewed and adjusted to align with availability of attendees.
