RA 16-01 SOLICITATION IS CLOSED.

This is a solicitation notice for the National Shipbuilding Research Program Advanced Shipbuilding Enterprise (NSRP ASE). The NSRP ASE Executive Control Board has issued Research Announcement 16-01 to solicit summary proposals that respond to priorities in the program’s Strategic Investment Plan and Technical Investment Plan, including areas of particular interest that will be identified in the Research Announcement.

The NSRP ASE program goal is to reduce the cost of building and maintaining U.S. Navy ships. To accomplish this, NSRP ASE is focused on industry‐wide implementation of solutions to common cost drivers and consensus priority issues that exhibit a compelling business case to improve the efficiency of the U.S. shipbuilding and ship repair Industry. Proposals that incorporate aggressive technology transfer to, and buy‐ in, by multiple U.S. shipyards are strongly preferred.

Areas of Interest

The complete Research Announcement is posted on FedBizOpps and the NSRP website. The RA will solicit summary proposals for research, development and implementation of best practices in the U.S. shipbuilding and repair enterprise that will do one or more of the following:

  • Improve quality in ship construction and/or repair
  • Reduce Total Ownership Cost of ships
  • Improve energy efficiency or environmental impact in shipyards or ships
  • Reduced cost associated with systems integration during ship construction, modernization and maintenance

The Proposal Preparation Kit (PPK), which contains formatting guidelines, contracting requirements, proposal selection process and detailed submission instructions, has been updated to correspond with the RA 16-01 solicitation. The PPK contains details on the requirements for this solicitation.

  • November 2017 (estimate) – Oral Reviews
  • December 2017 (estimate) – Project Selection
