Objective:
The overall goal of this project was to review the current rules for surface preparation and painting of ships as specified in NAVSEA Standard Item (NSI) 009-32 and to recommend changes that can reduce the cost for new construction and repair with low risk to coating performance. This project aimed to reduce and streamline current requirements to lower costs and shorten schedules for preservation. As part of this task, the latest American Bureau of Ships Naval Vessel Rules and the latest draft of the International Maritime Organization’s rules for preservation of ballast tanks were compared to the NAVSEA Standard Item 009-32 rules. In addition, paint manufacturer’s product data sheets and commercial ship painting requirements were compared to NSI 009-32 rules. This project proposed several changes to the rules for painting Navy ships that support the Navy’s goal for coating performance while supporting lean manufacturing and reducing costs for building and repairing ships.
