On June 1, the National Shipbuilding Research Program issued Research Announcement (RA) 11-01. Additionally, the Proposal Preparation Kit, which contains details on the proposal submission and selection process, contracting requirements and formatting guidelines, has been updated to correspond with this solicitation.This RA has also been posted to the Federal Business Opportunities website (FedBizOpps). Submit one (1) electronic copy (in Microsoft Word 97 or later compatible or .PDF format on digital media).  For purposes of this Research Announcement, “digital media” is defined as CD, memory stick or equivalent but NOT as an email attachment. Summary Proposals are to be submitted to the following address:

Proposals received after the time and date specified above will be returned to the proposer and will not be evaluated. No extension will be granted. SCRA Applied R&D will provide acknowledgement of receipt of proposals via email.

Summary Proposal Submission and Selection - new for this solicitation

In addition to describing NSRP areas of R&D interest, the RA provides an overview of the proposal submission and selection process, including submittal deadlines. As the chart below illustrates, once an RA is issued, proposers are encouraged to begin development of summary proposals. Summary proposal requirements, including length and content, are included in the Research Announcement and an accompanying Proposal Preparation Kit. After summary proposals are submitted, they are reviewed by third-party subject matter experts, followed by an industry expert panel. They are then reviewed and selected for funding by the Executive Control Board. Proposers whose summary proposals are selected by the the Executive Contol Board are then invited to submit Full Statements of Work, Cost Proposals and Technology Transfer & Implementation Plans, which are reviewed for compliance per the requirements of the solicitation. The final step for those proposals which meet the above-described criteria is funding award.
