Research Announcement 13-01

On June 30, 2014, the National Shipbuilding Research Program issued Research Announcement (RA) 13-01 (Version 1.0) to solicit proposals for research, development and implementation of best practices in the U.S. shipbuilding and repair enterprise that will achieve one or more of the following:

  1. Improved quality in ship construction and/or repair
  2. Reduction in Total Ownership Cost of ships
  3. Improved energy efficiency or environmental impact in shipyards or ships
  4. Reduced cost associated with systems integration during ship construction, modernization and maintenance

Important Dates

  • September 17, 2014 -- Summary Proposals Receipt Deadline
  • November 2014 (estimate) -- Oral Reviews
  • December 2014 (estimate) -- Project Selection

Proposal Preparation Kit

The Proposal Preparation Kit, which contains details on the proposal submission and selection process, contracting requirements, formatting guidelines AND detailed submission instructions, has been updated to correspond with the revised solicitation.This RA has also been posted to the Federal Business Opportunities website (FedBizOpps).

Teaming

Teaming arrangements are encouraged and an essential component of NSRP R&D projects The NSRP website includes a Teaming Page to facilitate such teaming opportunities.

Proposers Conference Webinar | Thursday, July 10 | 2:00-3:00 PM Eastern -- NEW

An additional Proposers Conference will be held via webinar to cover signficantly revised business case requirements for proposals submitted in response to this solicitation.

Research Announcement Proposal Preparation Kit

Summary Proposal Submission and Selection

  1. RA is issued; proposers begin developing Summary Proposals
  2. Summary Proposals are submitted to SCRA -- a firm submission deadline is included in the Research Announcement and posted on the NSRP website
  3. Summary Proposals are reviewed by third-party subject matter experts, followed by an industry expert panel
  4. Executive Control Board reviews and selects portfolio for funding
  5. Proposals selected for funding submit to SCRA full Statements of Work, Technology Transfer Plans and Cost Proposals for technical and cost compliance
  6. Proposals which meet above-described requirements receive award
