Research Announcement 13-01

On April 3, 2014, The National Shipbuilding Research Program (NSRP) issued a pre-solicitation notice in anticipation of Research Announcement 13-01 being issued in June 2014. This Research Announcement will be soliciting summary proposals that respond to priorities in the program’s Strategic Investment Plan, including areas of particular interest that will be identified in the Research Announcement.

Teaming

Teaming arrangements are encouraged, and a principal purpose of the pre-solicitation period is to afford potential proposers the opportunity to reach out and form teams. The NSRP website includes a Teaming Page to facilitate such teaming opportunities.

Proposers Conference

May 6, 2014 | 1:30-4:00 PM Eastern | SCRA & Webinar -- The purpose of the Proposers Conference is to provide information on the NSRP proposal submission and selection process, focusing on key information specific to this particular Research Announcement, as well as networking opportunities. Summary Proposal Submission and Selection

  1. RA is issued; proposers begin developing Summary Proposals
  2. Summary Proposals are submitted to SCRA -- a firm submission deadline is included in the Research Announcement and posted on the NSRP website
  3. Summary Proposals are reviewed by third-party subject matter experts, followed by an industry expert panel
  4. Executive Control Board reviews and selects portfolio for funding
  5. Proposals selected for funding submit to SCRA full Statements of Work, Technology Transfer Plans and Cost Proposals for technical and cost compliance
  6. Proposals which meet above-described requirements receive award
